What compliant DeCA software must do

• Generate a native digital PDF from structured data: no scans or images, with a maximum size of 5 MB.
• Embed a QR code in the PDF with a web address unique to that document.
• Serve that URL over HTTPS with TLS 1.2 or higher, allowing inspection officers to download the PDF directly for the whole service.
• Allow the document to be created before the service effectively starts, recording the date and time of creation and of every modification.
• Handle modifications with traceability: mark previous data as invalid in the same PDF, or generate a new PDF while preserving the original.
• Keep the generated files for at least one year.
• Capture all the Article 6 data of Orden FOM/2861/2012: shipper, carrier, origin, destination, goods, date and vehicle plates.

Traceable modifications

If the vehicle or any other data changes during the service, DeCAya records the date and time of the change and keeps the original version, exactly as the regulation requires.
